Spyridon Mountrouidis is a graduate of the Department of Economics of the Athens University of Economics and Business (formerly ASOEE) (1989-1994) and holds an MSc in Economics with a specialization in Economic Theory, having successfully completed the full-time two-year Postgraduate Studies program in Economics of the AUEB (1994-1996).
He was a Scientific Associate (1999-2000) of the Industrial Organization Unit of the Institute of Economic and Industrial Research (IOBE) and Research Director (2000-2008) at the Institute of Construction Economics (IOK), where he created the research, statistical analysis and documentation department, with the aim of studying issues related to the design, cost, productivity, financing, quality and contracting of construction in the public and private sectors.
Since 2008, he has been the General Manager of the Panhellenic Association of Technical Companies (SATE) with indicative responsibilities: a) the planning, execution and monitoring of the implementation of the Association’s business plan, b) the coordination of the activities of the Services and external Consultants and Associates of SATE, c) the management/supervision of the Central and eight Regional Offices, d) the management of SATE’s external collaborations and relations with other sectoral bodies, public services, embassies, etc.
He has fully prepared more than 25 original studies and research, mainly of sectoral content, and has been a member of working groups for the preparation of a series of other (>20) studies and economic research.
During his professional career, he has collaborated with consulting companies as an expert, and has participated, as a specialized speaker, in seminars on the preparation of techno-economic studies and Project Management.

He was born in Athens. He completed his primary and secondary education at Athens College (graduating from high school in 1980) and then entered the Law School of the University of Athens, where he studied until 1985, obtaining his degree with honors (first in his series). He then completed postgraduate studies (1986 – 1987) at University College London (UCL), University of London, from which he received an LL.M. degree in 1987. He has also completed postgraduate seminars and received relevant diplomas from other universities abroad (such as Vienna, Salamanca, etc.), as well as an M.Sc. degree from the University of Leicester. He was admitted to the Athens Bar Association in 1987.
He is a legal advisor to various public works contractors, design offices, as well as project management and facility maintenance companies. He also provides his legal services to public law legal entities, organizations of the broader public sector, local government organizations, etc., on issues related to the award and construction of public works. From December 2001 until today, he holds the position of Legal Advisor to the Panhellenic Association of Public Limited Companies & Personal Technical Companies (S.A.T.E). He also participates in various committees on public works issues (legislative, advisory), etc.
He has authored the book ”Law of Public Works” (ed. 2000). He has published articles in legal journals in Greece and abroad, as well as in general journals, while he has a multitude of opinions to show for his work on public works issues, either as legal advisor to S.A.T.E., or privately.
He speaks English, Spanish and German.
